Narrative:
Absolutely beautiful day, sunny, no clouds. I called green bay FSS for filing IFR flight plan up to rhi and back to home base, ues (waukesha, wi). Flight plan filed and briefer told me of windshear advisory but because of the beautiful sunny WX, I did not insist on a full briefing which would have included all problems with navaids and NOTAMS telling of the closed runway 23 at rhi (rhinelander, wi). I was controled by ZMP prior to requesting a descent from cruise 8000 ft and I asked them for the WX at rhi and they gave me winds out of 230 degrees, 7 KTS, no traffic. 15 mi out I listened on rhi unicom and heard an aircraft announcing intentions to enter pattern at rhi for runway 23 and I canceled IFR with ZMP and went to unicom to announce my intentions to enter left downwind for runway 23 rhi full stop, then left base for runway 23, then 2 mi final for runway 23. At no time did unicom reply about runway 23, nor did the commercial commuter flight on the ground at rhi reply about runway 23. On short final to runway 23, I noticed the runway had snow on it, but with rhi snowfall during winter it seemed normal having landed many times at rhi in the winter with whiteness covering the runways. I landed on runway 23 without any problem. When I asked about how come no reply on the unicom at the office of the local FBO, they said they were on the phone and do not have to reply or report about closed runway because it has been closed for over 90 days. My log shows I last landed on runway 23 at rhi on oct/xa/97 and it was open then. Always insist on full briefing.

Narrative: ABSOLUTELY BEAUTIFUL DAY, SUNNY, NO CLOUDS. I CALLED GREEN BAY FSS FOR FILING IFR FLT PLAN UP TO RHI AND BACK TO HOME BASE, UES (WAUKESHA, WI). MY LOG SHOWS I LAST LANDED ON RWY 23 AT RHI ON OCT/XA/97 AND IT WAS OPEN THEN. ALWAYS INSIST ON FULL BRIEFING.
