Narrative:
Very busy period of traffic and training ongoing on right side. Low side asked for higher on EA32 and I gave them FL260. The BE90 was at FL250. The slow rate of climb of the EA32 made the BE90 traffic. I attempted to call low side to get the EA32 stopped at FL240 and got no response. I then called again and still no response. I then yelled the instructions to low side but they were turning the EA32 and the turn wasn't quite tight enough. I believe part of the problem was that the low side was doing a briefing and would not respond to my initial calls. And with the changing of controllers there was a lack of critical communication at a crucial time.

Title: RPTED LOSS OF SEPARATION BTWN CLBING EA32 AND BE90 AT FL250.
Narrative: VERY BUSY PERIOD OF TFC AND TRAINING ONGOING ON R SIDE. LOW SIDE ASKED FOR HIGHER ON EA32 AND I GAVE THEM FL260. THE BE90 WAS AT FL250. THE SLOW RATE OF CLB OF THE EA32 MADE THE BE90 TFC. I ATTEMPTED TO CALL LOW SIDE TO GET THE EA32 STOPPED AT FL240 AND GOT NO RESPONSE. I THEN CALLED AGAIN AND STILL NO RESPONSE. I THEN YELLED THE INSTRUCTIONS TO LOW SIDE BUT THEY WERE TURNING THE EA32 AND THE TURN WASN'T QUITE TIGHT ENOUGH. I BELIEVE PART OF THE PROB WAS THAT THE LOW SIDE WAS DOING A BRIEFING AND WOULD NOT RESPOND TO MY INITIAL CALLS. AND WITH THE CHANGING OF CTLRS THERE WAS A LACK OF CRITICAL COM AT A CRUCIAL TIME.
