Narrative:
The directives system as required by FAA order 1320.1D is no longer being maintained in an efficient manner. FAA orders are being changed by issuance of genots. There is no system in place and easily available at the field level to insure that changes to the directives issued by genot have been received by the field. Safety items such as wake turbulence separation requirements have been issued by genot. There is no way for the field to know that they should have received a particular genot unless it is idented by an evaluator or it becomes general knowledge. In the same way that a list of current pubs is maintained a list of changes and genots affecting each change should be maintained and available to the field of ATC mgrs and staff. Example: FAA handbook 7210.3P will be effective feb/xa/98. Is genot 7/18 still applicable and is it a pen and ink change? FAA handbook 7110.65L will be effective feb/xa/98. Are genots 7/44 about wake turbulence, and genot 7/45 about lahso still current? How do I find out?

Title: AN AIR TFC RPTR CLAIMS THAT FAA DIRECTIVES ARE BEING CHANGED BY GENOTS (GENERAL NOTICES) WITH NO SYS IN PLACE TO ENSURE THAT AIR TFC FACILITIES HAVE RECEIVED THEM. THE RPTR ALSO STATES THAT THERE IS CONFUSION CONCERNING THEIR CANCELLATION DATE.
