Narrative:
At approximately XA40Z, the controller at sector R26 gave a relief briefing to another controller with no mention of the sector above being open. R26 sector encompasses FL240 and above unless sector R41 opens. Sector R41 when open encompasses what would be R26 airspace at and above FL370. The briefing and the status information area did not indicate that R41 was open. There was no indication that R41 was open other than a limited data block that went unnoticed. At approximately XA57Z air carrier X requested a climb from FL350 to FL390. The controller climbed air carrier X to FL390, then noticed the limited data block, and then noticed R41 open. The person that gave the erroneous information leading to the deviation was found to only be contributory to the deviation. The person that had no prior knowledge that R41 was open was held primarily responsible for the deviation.
Original NASA ASRS Text
Title: A RADAR CTLR RECEIVES A POS RELIEF BRIEFING, BUT IS NOT TOLD THAT AN ADJACENT SECTOR IS OPEN. THE CTLR CLRS A B757 TO CLB INTO THE NEXT SECTOR WITHOUT COORD RESULTING IN AN OPDEV.
Narrative: AT APPROX XA40Z, THE CTLR AT SECTOR R26 GAVE A RELIEF BRIEFING TO ANOTHER CTLR WITH NO MENTION OF THE SECTOR ABOVE BEING OPEN. R26 SECTOR ENCOMPASSES FL240 AND ABOVE UNLESS SECTOR R41 OPENS. SECTOR R41 WHEN OPEN ENCOMPASSES WHAT WOULD BE R26 AIRSPACE AT AND ABOVE FL370. THE BRIEFING AND THE STATUS INFO AREA DID NOT INDICATE THAT R41 WAS OPEN. THERE WAS NO INDICATION THAT R41 WAS OPEN OTHER THAN A LIMITED DATA BLOCK THAT WENT UNNOTICED. AT APPROX XA57Z ACR X REQUESTED A CLB FROM FL350 TO FL390. THE CTLR CLBED ACR X TO FL390, THEN NOTICED THE LIMITED DATA BLOCK, AND THEN NOTICED R41 OPEN. THE PERSON THAT GAVE THE ERRONEOUS INFO LEADING TO THE DEV WAS FOUND TO ONLY BE CONTRIBUTORY TO THE DEV. THE PERSON THAT HAD NO PRIOR KNOWLEDGE THAT R41 WAS OPEN WAS HELD PRIMARILY RESPONSIBLE FOR THE DEV.
