Military FA18 launched into airway G-446 and caused TCASII evasion 1200 ft down by my aircraft MD83. Apparently no clearance.

Title: MD83 ACFT IN CRUISE ON OCEANIC AIRWAY G-446 RECEIVED TCASII RA CAUSED BY A MIL FIGHTER F18 INTRUDING. MIL OPS WAS RESTR TO FL260. RPTR CAPT CONTACTED UNITED STATES MIL OFFICIALS TO REGISTER COMPLAINT. RPTR FOLLOWED TCASII AND DSNDED 1000 FT.
Narrative: MIL FA18 LAUNCHED INTO AIRWAY G-446 AND CAUSED TCASII EVASION 1200 FT DOWN BY MY ACFT MD83. APPARENTLY NO CLRNC.
