Narrative:
While cruising at FL390 approximately 40 NM southwest of rfo VOR, our flight got a TA then an RA, 'climb.' 2 targets appeared showing 1000 ft below us, closing and climbing. I disconnected the autoplt and began to climb while scanning the area. We both saw 2 F15's at approximately 1-2 O'clock position. The trailing F15 was climbing. He then began to descend as he crossed our nose. TCASII showed him to be less than 700 ft from us vertically. The compliance with the RA was very gentle, would not categorize it as evasive. ZLC said they would file a pilot deviation on the F15's.

Title: FLC OF B757 HAS TCASII TA THEN RA AND CLBS ACCORDINGLY. THEY SIGHT 2 F15 FIGHTERS BELOW AND CLBING.
Narrative: WHILE CRUISING AT FL390 APPROX 40 NM SW OF RFO VOR, OUR FLT GOT A TA THEN AN RA, 'CLB.' 2 TARGETS APPEARED SHOWING 1000 FT BELOW US, CLOSING AND CLBING. I DISCONNECTED THE AUTOPLT AND BEGAN TO CLB WHILE SCANNING THE AREA. WE BOTH SAW 2 F15'S AT APPROX 1-2 O'CLOCK POS. THE TRAILING F15 WAS CLBING. HE THEN BEGAN TO DSND AS HE CROSSED OUR NOSE. TCASII SHOWED HIM TO BE LESS THAN 700 FT FROM US VERTLY. THE COMPLIANCE WITH THE RA WAS VERY GENTLE, WOULD NOT CATEGORIZE IT AS EVASIVE. ZLC SAID THEY WOULD FILE A PLTDEV ON THE F15'S.
