Narrative:

An MD80 on the byp 2 arrival at 11000 ft. A C182 with parachuters southwest of byp climbing in a circle. C182 was at 11000 ft at the same time the MD80 was southwest of byp by approximately 8 mi. Parachute jumper's planes had been notified of numerous aircraft in the vicinity. The MD80 flight crew declared an near midair collision. Callback conversation with reporter revealed the following information: reporter said he is a center controller and was talking with the C182 and that the MD80 had been switched over to approach control. Reporter said he observed the C182 entering the arrival route and gave a heads up to approach control. Reporter indicated he saw the MD80 descend to 10500 ft and subsequently learned from a supervisor that the MD80 was going to file an near midair collision report. Reporter stated that generally the jump aircraft stay about 1 mi north of the arrival course. Reporter alleges that he was told that the pilot of the MD80 stated that if they had not taken action they would have hit the cessna. Reporter indicated that depending on the arrival flow to dfw, they will sometimes vector arrival around the area to avoid the jump aircraft which he indicated increases the workload. Reporter alleges they, the center, are constantly getting conflict alerts between the arrs and the jump aircraft to the point that they are almost meaningless. Reporter indicated there were 2 or 3 newspaper articles based on the reported near midair collision by the MD80. Supplemental information from acn 392180: I have been flying at xyz for approximately 2 month averaging every other weekend and have recently started with a skydiving interest of my own. I have been flying when they have had no other pilots or when they were swamped and needed an extra pilot. As I climbed to altitude and was calculating climb rate to distance to drop zone or jump run, I noticed that the company C208 was at 14500 ft executing its jump run. I realized I couldn't be below and stayed west of the drop zone and proceeded south. I called ZFW and asked for 11500 ft, implying traffic permitting. The controller came back with a reply 'VFR altitude your discretion.' this gave me no traffic information, and I then had to assume that traffic wouldn't be a factor, and I was not advised of traffic. I continued to climb. After time the controller asked me my altitude and I replied 11000 ft climbing 11500 ft. He then advised me of an MD80 on the arrival 3 mi north at 11000 ft. The MD80 passed below me by approximately 400 ft vertically and 1 mi horizontally I was at 11300 ft, still climbing. Supplemental information from acn 392034: air carrier a checked in at 11000 ft on byp arrival. ZFW was working skydive aircraft southwest of byp altitude indicated 11200 ft. ZFW controller called me and said the traffic was descending to 10500 ft. I issued traffic to air carrier a and air carrier a said the aircraft was 500 ft in front of him. Air carrier a told me that he was going to call that a near miss. Skydive operations are constantly done on the arrival routes for dfw. This activity is clearly a hazard to aviation. Supplemental information from acn 392361: we received and responded to a TCASII RA, descending about 900 ft. We passed below a high-winged cessna. There was no TA from ATC and no visual contact prior to the TCASII alert. Without TCASII this would have been very close, if not an actual collision.

Title: MD80 FLC RPTED NMAC WITH C182 JUMP PLANE, BOTH ACFT WERE AT 11000 FT. CTLR RPTED ACFT 4 PT 3 LATERAL SEPARATION AND 200 FT VERT SEPARATION.

Narrative: AN MD80 ON THE BYP 2 ARR AT 11000 FT. A C182 WITH PARACHUTERS SW OF BYP CLBING IN A CIRCLE. C182 WAS AT 11000 FT AT THE SAME TIME THE MD80 WAS SW OF BYP BY APPROX 8 MI. PARACHUTE JUMPER'S PLANES HAD BEEN NOTIFIED OF NUMEROUS ACFT IN THE VICINITY. THE MD80 FLC DECLARED AN NMAC. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR SAID HE IS A CTR CTLR AND WAS TALKING WITH THE C182 AND THAT THE MD80 HAD BEEN SWITCHED OVER TO APCH CTL. RPTR SAID HE OBSERVED THE C182 ENTERING THE ARR RTE AND GAVE A HEADS UP TO APCH CTL. RPTR INDICATED HE SAW THE MD80 DSND TO 10500 FT AND SUBSEQUENTLY LEARNED FROM A SUPVR THAT THE MD80 WAS GOING TO FILE AN NMAC RPT. RPTR STATED THAT GENERALLY THE JUMP ACFT STAY ABOUT 1 MI N OF THE ARR COURSE. RPTR ALLEGES THAT HE WAS TOLD THAT THE PLT OF THE MD80 STATED THAT IF THEY HAD NOT TAKEN ACTION THEY WOULD HAVE HIT THE CESSNA. RPTR INDICATED THAT DEPENDING ON THE ARR FLOW TO DFW, THEY WILL SOMETIMES VECTOR ARR AROUND THE AREA TO AVOID THE JUMP ACFT WHICH HE INDICATED INCREASES THE WORKLOAD. RPTR ALLEGES THEY, THE CTR, ARE CONSTANTLY GETTING CONFLICT ALERTS BTWN THE ARRS AND THE JUMP ACFT TO THE POINT THAT THEY ARE ALMOST MEANINGLESS. RPTR INDICATED THERE WERE 2 OR 3 NEWSPAPER ARTICLES BASED ON THE RPTED NMAC BY THE MD80. AFTER TIME THE CTLR ASKED ME MY ALT AND I REPLIED 11000 FT CLBING 11500 FT. HE THEN ADVISED ME OF AN MD80 ON THE ARR 3 MI N AT 11000 FT. SUPPLEMENTAL INFO FROM ACN 392361: WE RECEIVED AND RESPONDED TO A TCASII RA, DSNDING ABOUT 900 FT. WE PASSED BELOW A HIGH-WINGED CESSNA. THERE WAS NO TA FROM ATC AND NO VISUAL CONTACT PRIOR TO THE TCASII ALERT. WITHOUT TCASII THIS WOULD HAVE BEEN VERY CLOSE, IF NOT AN ACTUAL COLLISION.
