Narrative:

On approach into dro, the WX for the approach was reported to be 200 ft and 1/2 SM. The aircraft broke out of the clouds at 400 ft AGL and the landing was initiated. At approximately 30 ft AGL the runway visibility dropped to obscure the runway lights (white out conditions). We lost sight of the runway. We initiated a go around and began a missed approach. At 400 ft the #2 engine failed. An emergency was declared and we elected to divert to abq. We landed safely at abq.
