Narrative:
Simultaneous ILS approachs runway 18R/left in use at cvg. My aircraft X being monitored at 4000 ft and established and on frequency. The 'hi side' aircraft Y (5000 ft) rolled out slightly off course, near the no transgression zone. Near the outer fix, the aircraft began correcting and began descent. Immediately the conflict alert alarmed and the low side aircraft X inquired about traffic. I observed the divergence and altitude and informed my traffic. The 5000 ft traffic was cleared to maintain 5000 ft until established on localizer, but started down while slightly off and correcting. I feel the pilot deviated from instructions (approach clearance) and the timing of the event did not allow any action until the situation began.

Title: TRACON APCH CTLR OBSERVED AN MD88 ON A PARALLEL APCH GET IN CLOSE PROX TO AN MD88 ON HIS FREQ. CONFLICT ALERT WAS ACTIVATED AND TFC INFO WAS GIVEN TO THE MD88 ON THE RPTR'S FREQ.
Narrative: SIMULTANEOUS ILS APCHS RWY 18R/L IN USE AT CVG. MY ACFT X BEING MONITORED AT 4000 FT AND ESTABLISHED AND ON FREQ. THE 'HI SIDE' ACFT Y (5000 FT) ROLLED OUT SLIGHTLY OFF COURSE, NEAR THE NO TRANSGRESSION ZONE. NEAR THE OUTER FIX, THE ACFT BEGAN CORRECTING AND BEGAN DSCNT. IMMEDIATELY THE CONFLICT ALERT ALARMED AND THE LOW SIDE ACFT X INQUIRED ABOUT TFC. I OBSERVED THE DIVERGENCE AND ALT AND INFORMED MY TFC. THE 5000 FT TFC WAS CLRED TO MAINTAIN 5000 FT UNTIL ESTABLISHED ON LOC, BUT STARTED DOWN WHILE SLIGHTLY OFF AND CORRECTING. I FEEL THE PLT DEVIATED FROM INSTRUCTIONS (APCH CLRNC) AND THE TIMING OF THE EVENT DID NOT ALLOW ANY ACTION UNTIL THE SIT BEGAN.
