Narrative:
Notified by agent of armed individuals. I noted that they had signed the notification form but when questioned they stated that they would not need their weapons until they picked up a prisoner in wisconsin. I told them that this did not seem to meet the criteria of far 108.21 as outlined on the form that they had signed and they would need to check the weapons. They replied that no one else enforced this policy. The agent directed them to check the weapons. At some later time the san juan management decided to take a delay. They involved chief pilot line operations who told me that he would authority/authorized the carriage of these individuals and that he did not feel that we would be violating the far. What this comes down to in this case is that the quote need end quote to carry the weapons was merely the convenience of the police. I feel that I made a mistake by relenting on this point. I feel that passenger safety was compromised by carrying individuals who likely have no training regarding the use of weapons on an aircraft. I feel that by disregard again, sju management elected to take this delay. I told them before boarding started that I wanted the weapons checked. Submission of this report will insure that it receives the attention of the FAA administrator.

Title: B757 RPTR CAPT QUESTIONS ARMED PAX AND WHY THEY NEED WEAPONS ON THE FLT. CAPT WANTS WEAPONS CHKED, BUT POLICE RESIST, ACR MGMNT RELENTS AND CHIEF PLT TELLS FLC TO LET THEM KEEP THE WEAPONS.
Narrative: NOTIFIED BY AGENT OF ARMED INDIVIDUALS. I NOTED THAT THEY HAD SIGNED THE NOTIFICATION FORM BUT WHEN QUESTIONED THEY STATED THAT THEY WOULD NOT NEED THEIR WEAPONS UNTIL THEY PICKED UP A PRISONER IN WISCONSIN.
