Narrative:
Conflict between ILS final and snow removal truck. My CFI and I were completing an ILS to rhi runway 9 and were descending into rhinelander. We were #2 on final following a BE19 commuter. We heard the air carrier BE19 announce his ILS position on our #2 radio which was tuned to 123.0. Meanwhile we were cleared for the approach by ZMP on 133.65 and intercepted the localizer almost immediately. Passing the FAF we canceled IFR, and announced intentions to land on runway 9 using advisory 123.0. We were visual from the OM and at a 1 mi final noticed a big yellow plow truck at mid- field. We leveled off just under decision ht and announced landing intentions just over the threshold. Passing the truck at mid-field we descended over the truck to land, clearing the truck no problem. Although we announced our FAF position, I believe the landing of the BE19 inspired our truck operator to believe the final was clear. We had landing lights on the entire time.

Title: A PA28 ARCHER LANDS AT RHI, WI, WITH A SNOW PLOW VEHICLE ON THE RWY AT MID-FIELD.
Narrative: CONFLICT BTWN ILS FINAL AND SNOW REMOVAL TRUCK. MY CFI AND I WERE COMPLETING AN ILS TO RHI RWY 9 AND WERE DSNDING INTO RHINELANDER. WE WERE #2 ON FINAL FOLLOWING A BE19 COMMUTER. WE HEARD THE ACR BE19 ANNOUNCE HIS ILS POS ON OUR #2 RADIO WHICH WAS TUNED TO 123.0. MEANWHILE WE WERE CLRED FOR THE APCH BY ZMP ON 133.65 AND INTERCEPTED THE LOC ALMOST IMMEDIATELY. PASSING THE FAF WE CANCELED IFR, AND ANNOUNCED INTENTIONS TO LAND ON RWY 9 USING ADVISORY 123.0. WE WERE VISUAL FROM THE OM AND AT A 1 MI FINAL NOTICED A BIG YELLOW PLOW TRUCK AT MID- FIELD. WE LEVELED OFF JUST UNDER DECISION HT AND ANNOUNCED LNDG INTENTIONS JUST OVER THE THRESHOLD. PASSING THE TRUCK AT MID-FIELD WE DSNDED OVER THE TRUCK TO LAND, CLRING THE TRUCK NO PROB. ALTHOUGH WE ANNOUNCED OUR FAF POS, I BELIEVE THE LNDG OF THE BE19 INSPIRED OUR TRUCK OPERATOR TO BELIEVE THE FINAL WAS CLR. WE HAD LNDG LIGHTS ON THE ENTIRE TIME.
