Narrative:
Balloon being 'walked' closer to chase vehicle. Due to visual misjudgement because alignment of multiple pwrlines, power poles, and bend in the riverbed, the envelope of the balloon at the perimeter wire made contact with the pwrline. All power poles are on the east side of river. What could not be seen from the basket was that 1 set of wires actually is over the river bed. Person guiding balloon to deflation spot not a regular crew and did not look up to check wire location. Power discharge shocked 2 people guiding balloon. Change in policy: only regular balloon crew will 'ground guide' surface movement.

Title: AN AEROSTAR AX8 BALLOON MAKES CONTACT WITH PWRLINE WHILE BEING GND HANDLED, TAXIED, IN CLOSE PROX OF PWRLINES. 2 GND PERSONNEL WERE SHOCKED ON CONTACT.
Narrative: BALLOON BEING 'WALKED' CLOSER TO CHASE VEHICLE. DUE TO VISUAL MISJUDGEMENT BECAUSE ALIGNMENT OF MULTIPLE PWRLINES, PWR POLES, AND BEND IN THE RIVERBED, THE ENVELOPE OF THE BALLOON AT THE PERIMETER WIRE MADE CONTACT WITH THE PWRLINE. ALL PWR POLES ARE ON THE E SIDE OF RIVER. WHAT COULD NOT BE SEEN FROM THE BASKET WAS THAT 1 SET OF WIRES ACTUALLY IS OVER THE RIVER BED. PERSON GUIDING BALLOON TO DEFLATION SPOT NOT A REGULAR CREW AND DID NOT LOOK UP TO CHK WIRE LOCATION. PWR DISCHARGE SHOCKED 2 PEOPLE GUIDING BALLOON.
