Narrative:

Upon profile descent to runway 24 at toronto, STAR requires crossing waterloo VOR at between 13000-17000 ft, with a crossing 9 mi later at 11000 ft. Altitude preselector was set for the final altitude of 11000 ft. The aircraft did not leveloff at 13000 ft to cross waterloo, but continued to descend to 11000 ft. The PNF (myself) discovered the deviation, advised the PF and leveled off at current altitude (12000 ft) and continued with the profile.
