Narrative:
Our flight departed cvg and in the initial stages of the climb out, the warning system alerted us that the cargo door was not locked. We asked for and were given vectors for a return to cvg. We were instructed to stop adjacent to a gate so ramp personnel could check the door, a zipper from one bag was found to have fouled the door. It was moved, the door was closed, and the warning light extinguished. The crew was satisfied that the problem was solved and the flight continued. Because the engines were never shut down, no maintenance write-up was made, no doors were opened, the flight continued under its original flight release. It has now been ascertained that a new flight release or an amended flight release should have been obtained.

Title: AN EMB120 WAS DISPATCHED WITHOUT AN AMENDED RELEASE AFTER RETURNING TO THE FIELD TO CORRECT A CARGO DOOR WARNING PROB.
Narrative: OUR FLT DEPARTED CVG AND IN THE INITIAL STAGES OF THE CLBOUT, THE WARNING SYS ALERTED US THAT THE CARGO DOOR WAS NOT LOCKED. WE ASKED FOR AND WERE GIVEN VECTORS FOR A RETURN TO CVG. WE WERE INSTRUCTED TO STOP ADJACENT TO A GATE SO RAMP PERSONNEL COULD CHK THE DOOR, A ZIPPER FROM ONE BAG WAS FOUND TO HAVE FOULED THE DOOR. IT WAS MOVED, THE DOOR WAS CLOSED, AND THE WARNING LIGHT EXTINGUISHED. THE CREW WAS SATISFIED THAT THE PROB WAS SOLVED AND THE FLT CONTINUED. BECAUSE THE ENGS WERE NEVER SHUT DOWN, NO MAINT WRITE-UP WAS MADE, NO DOORS WERE OPENED, THE FLT CONTINUED UNDER ITS ORIGINAL FLT RELEASE. IT HAS NOW BEEN ASCERTAINED THAT A NEW FLT RELEASE OR AN AMENDED FLT RELEASE SHOULD HAVE BEEN OBTAINED.
