Narrative:

We departed iah with the left pack inoperative. Climbing through FL230 the right pack quit and the cabin began to climb. We requested a descent and were cleared to 15000 ft and then to 10000 ft. The cabin and the aircraft arrived at 10000 ft at approximately the same time. With the operation of the right pack now in question, we elected to return to houston. Even though we were legal to dispatch with the left pack inoperative, this incident would not have happened if more effort had been made to effect a repair.

Title: AN ACR DC9 FLC WERE DISPATCHED WITH 1 AIR CONDITIONING AND PRESSURIZATION SYS INOP, BUT DURING THEIR CLB THE REMAINING SYS FAILED. THE FLC RETURNED TO THE ARPT FOR REPAIRS.

THE CABIN AND THE ACFT ARRIVED AT 10000 FT AT APPROX THE SAME TIME. WITH THE OP OF THE R PACK NOW IN QUESTION, WE ELECTED TO RETURN TO HOUSTON. EVEN THOUGH WE WERE LEGAL TO DISPATCH WITH THE L PACK INOP, THIS INCIDENT WOULD NOT HAVE HAPPENED IF MORE EFFORT HAD BEEN MADE TO EFFECT A REPAIR.
