Narrative:
We were 12 mi northwest of phl, 4000 ft MSL, base to final for ILS runway 9R. We were on heading of 180 degrees and conflicting was 360 degree heading but offset east 2 1/2 mi. We received TA on TCASII with him at 4500 ft MSL to our 4000 ft MSL. We received TCASII RA and descended to 3700 ft MSL where the TCASII event stopped. We reclbed to 4000 ft MSL. The other aircraft advised he had a TCASII event, and he climbed. We passed abeam 2 1/2 mi with 1000 ft vertical separation.
