Narrative:
This is an occurrence that has been going on for at least 1 yr and can really be a safety factor that could cause an aircraft accident and/or added stress to the air traffic controllers at the facility. The artsiia data tag displaces to another position on the radar scope (while displaying mode C), anywhere from 2-10 mi from airport. This displaced data tag has been known to appear in front of another aircraft causing the controller to get confused and wonder how the airplane was able to get where the data tag was displayed. No corrective actions appear to have been taken. One local controller representative has recorded numerous reports we have received.

Title: ATCT CTLR CITES RECURRING ARTS DATA TAG DISPLACEMENT EQUIP PROB. RPTR PERCEIVES CTLR SAFETY ISSUE.
Narrative: THIS IS AN OCCURRENCE THAT HAS BEEN GOING ON FOR AT LEAST 1 YR AND CAN REALLY BE A SAFETY FACTOR THAT COULD CAUSE AN ACFT ACCIDENT AND/OR ADDED STRESS TO THE AIR TFC CTLRS AT THE FACILITY. THE ARTSIIA DATA TAG DISPLACES TO ANOTHER POS ON THE RADAR SCOPE (WHILE DISPLAYING MODE C), ANYWHERE FROM 2-10 MI FROM ARPT. THIS DISPLACED DATA TAG HAS BEEN KNOWN TO APPEAR IN FRONT OF ANOTHER ACFT CAUSING THE CTLR TO GET CONFUSED AND WONDER HOW THE AIRPLANE WAS ABLE TO GET WHERE THE DATA TAG WAS DISPLAYED. NO CORRECTIVE ACTIONS APPEAR TO HAVE BEEN TAKEN. ONE LCL CTLR REPRESENTATIVE HAS RECORDED NUMEROUS RPTS WE HAVE RECEIVED.
