Narrative:
We were cleared position and hold runway 12. Moving into position, we heard tower tell air carrier Y to change landing runway to runway 9L. Air carrier Y replied unable. We then observed air carrier Y begin a go around from low altitude, less than 500 ft. Tower did not call go around. We were almost on centerline of runway 12 at this point just beginning alignment turn.

Title: TWR LCL CTLR CLRS B737 INTO POS AND HOLD RWY 9R WITH CL65 ON SHORT FINAL TO SAME RWY. LCL CTLR ASKS CL65 TO CHANGE RWY TO RWY 12. CL65 ADVISES UNABLE, EXECUTES GAR OVER B737.
Narrative: WE WERE CLRED POS AND HOLD RWY 12. MOVING INTO POS, WE HEARD TWR TELL ACR Y TO CHANGE LNDG RWY TO RWY 9L. ACR Y REPLIED UNABLE. WE THEN OBSERVED ACR Y BEGIN A GAR FROM LOW ALT, LESS THAN 500 FT. TWR DID NOT CALL GAR. WE WERE ALMOST ON CTRLINE OF RWY 12 AT THIS POINT JUST BEGINNING ALIGNMENT TURN.
