Narrative:
Prior to conducting flight on feb/sat/98, from pwa to amw, received WX briefing from mcalester FSS. NOTAM regarding: runway conditions stated 1/2 inch loose snow on runway, braking action poor. No mention of ice. Also placed calls to FBO to request runway conditions. En route calculated landing distance and adjusted distance according to reported runway conditions. Determined landing distance to be satisfactory for available runway. Touched down within first 600 ft of runway. Upon touchdown applied brakes, deployed spoilers and thrust reversers. Determined braking action nil due to snow covered ice on runway. Maintained positive directional control and slowed to taxi speed by mid runway. Attempted to stop aircraft in remaining half of runway using all means possible. Aircraft came to a stop just inches past edge of pavement. Absolutely no damage to aircraft, airport environment, or passenger and crew. Causative factor: NOTAM report of poor braking action and runway conditions extremely inaccurate. Runway surface ice covered with light snow and braking action nil. Conditions not reported as such in NOTAM.
Original NASA ASRS Text
Title: LR25 CPR ACFT LNDG ON RWY WITH POOR BRAKING RUNS OFF END OF RWY. NO DAMAGE OR INJURY.
Narrative: PRIOR TO CONDUCTING FLT ON FEB/SAT/98, FROM PWA TO AMW, RECEIVED WX BRIEFING FROM MCALESTER FSS. NOTAM REGARDING: RWY CONDITIONS STATED 1/2 INCH LOOSE SNOW ON RWY, BRAKING ACTION POOR. NO MENTION OF ICE. ALSO PLACED CALLS TO FBO TO REQUEST RWY CONDITIONS. ENRTE CALCULATED LNDG DISTANCE AND ADJUSTED DISTANCE ACCORDING TO RPTED RWY CONDITIONS. DETERMINED LNDG DISTANCE TO BE SATISFACTORY FOR AVAILABLE RWY. TOUCHED DOWN WITHIN FIRST 600 FT OF RWY. UPON TOUCHDOWN APPLIED BRAKES, DEPLOYED SPOILERS AND THRUST REVERSERS. DETERMINED BRAKING ACTION NIL DUE TO SNOW COVERED ICE ON RWY. MAINTAINED POSITIVE DIRECTIONAL CTL AND SLOWED TO TAXI SPD BY MID RWY. ATTEMPTED TO STOP ACFT IN REMAINING HALF OF RWY USING ALL MEANS POSSIBLE. ACFT CAME TO A STOP JUST INCHES PAST EDGE OF PAVEMENT. ABSOLUTELY NO DAMAGE TO ACFT, ARPT ENVIRONMENT, OR PAX AND CREW. CAUSATIVE FACTOR: NOTAM RPT OF POOR BRAKING ACTION AND RWY CONDITIONS EXTREMELY INACCURATE. RWY SURFACE ICE COVERED WITH LIGHT SNOW AND BRAKING ACTION NIL. CONDITIONS NOT RPTED AS SUCH IN NOTAM.
