Narrative:

Flight bgi-sju experienced both rudder travel system faults #1 and #2 after departing sju. Flight returned to sju. During the debrief I was determined that the captain asked maintenance if the flight should return to sju. Instead of sju maintenance contacting dispatch for our input, sju maintenance told the flight to return to sju. This is a violation of operational control defined in far 121.535(C)(2), issuing necessary instructions and information for the safety of the flight. The captain stated that he thought that dispatch was aware of the situation and had instructed maintenance to advise the flight to return.

Title: DISPATCHER OF ACR WAS NOT NOTIFIED OF AN ACFT EQUIP PROB BY MAINT WHO, WITHOUT DISPATCHER APPROVAL OR INPUT, TOLD THE FLT TO RETURN TO LAND. CAPT WAS UNAWARE OF THE LACK OF DISPATCH INPUT.

THIS IS A VIOLATION OF OPERATIONAL CTL DEFINED IN FAR 121.535(C)(2), ISSUING NECESSARY INSTRUCTIONS AND INFO FOR THE SAFETY OF THE FLT. THE CAPT STATED THAT HE THOUGHT THAT DISPATCH WAS AWARE OF THE SIT AND HAD INSTRUCTED MAINT TO ADVISE THE FLT TO RETURN.
