Narrative:

Tower/departure cleared us for takeoff with instructions for runway heading. We were given ATC route clearance for the ramon departure but the actual takeoff clearance did not mention joining or flying the specific departure since the takeoff heading of 247 degrees is a good preparation for joining the 294 degree track of the VOR. At just more than 1 mi west of the field we felt no unusual concern for the clearance. After about 3 mi west of the field and about 1 1/2 mi west of the VOR, the tower/departure controller asked us about our heading and upon being told of the 247 degree heading he asked us to fly 310 degrees to join the 294 degree radial of the departure. We are not sure as to whether or not the controller thought he had told us to fly the departure and his apparent surprise indicated that he probably forgot to tell us to join the departure or thought he told us and we didn't comply. In any case, being assigned runway heading excludes the required slight right turn to the VOR for joining the ramon departure. The 3 of us could not remember any clearance to join the departure and this is probably a simple miscom problem at worst since the controller did not reveal to us his thoughts on whether or not he had expected us to actually fly the departure.

Narrative: TWR/DEP CLRED US FOR TKOF WITH INSTRUCTIONS FOR RWY HDG. WE WERE GIVEN ATC RTE CLRNC FOR THE RAMON DEP BUT THE ACTUAL TKOF CLRNC DID NOT MENTION JOINING OR FLYING THE SPECIFIC DEP SINCE THE TKOF HDG OF 247 DEGS IS A GOOD PREPARATION FOR JOINING THE 294 DEG TRACK OF THE VOR. AT JUST MORE THAN 1 MI W OF THE FIELD WE FELT NO UNUSUAL CONCERN FOR THE CLRNC. AFTER ABOUT 3 MI W OF THE FIELD AND ABOUT 1 1/2 MI W OF THE VOR, THE TWR/DEP CTLR ASKED US ABOUT OUR HDG AND UPON BEING TOLD OF THE 247 DEG HDG HE ASKED US TO FLY 310 DEGS TO JOIN THE 294 DEG RADIAL OF THE DEP. WE ARE NOT SURE AS TO WHETHER OR NOT THE CTLR THOUGHT HE HAD TOLD US TO FLY THE DEP AND HIS APPARENT SURPRISE INDICATED THAT HE PROBABLY FORGOT TO TELL US TO JOIN THE DEP OR THOUGHT HE TOLD US AND WE DIDN'T COMPLY. IN ANY CASE, BEING ASSIGNED RWY HDG EXCLUDES THE REQUIRED SLIGHT R TURN TO THE VOR FOR JOINING THE RAMON DEP. THE 3 OF US COULD NOT REMEMBER ANY CLRNC TO JOIN THE DEP AND THIS IS PROBABLY A SIMPLE MISCOM PROB AT WORST SINCE THE CTLR DID NOT REVEAL TO US HIS THOUGHTS ON WHETHER OR NOT HE HAD EXPECTED US TO ACTUALLY FLY THE DEP.
