Narrative:

Aircraft cleared to land runway 33, a grumman AA5 with wind 320 degrees at 25 KTS. Vehicle cleared to cross runway at same time. Tower window shade on that side of tower inoperable. I didn't see the AA5 flare out. Vehicle held short on his own, no incident. Positive control not ensured. Contributing factors were the shade stuck in down position and alpha numerics on BRITE scope OTS.
