Narrative:
Tijuana VOR, level at FL330. Crossing the USA/mexico border the right generator failed. The AC cross tie did not pick up the electrical load. It was cycling on and off. It finally picked up the full load approximately 1 min later. Followed generator off light procedure. The APU would not start. It finally started on the third attempt. We requested diversion back to lax.

Title: AN S80 FLC RETURNS TO LAX FROM A FLT TOWARDS LATIN AMERICA WHEN THEY LOSE A GENERATOR AND HAVE OTHER ELECTRICAL PROBS WITH THE APU AND THE CROSS TIE BUS RELAY.
Narrative: TIJUANA VOR, LEVEL AT FL330. XING THE USA/MEXICO BORDER THE R GENERATOR FAILED. THE AC CROSS TIE DID NOT PICK UP THE ELECTRICAL LOAD. IT WAS CYCLING ON AND OFF. IT FINALLY PICKED UP THE FULL LOAD APPROX 1 MIN LATER. FOLLOWED GENERATOR OFF LIGHT PROC. THE APU WOULD NOT START. IT FINALLY STARTED ON THE THIRD ATTEMPT. WE REQUESTED DIVERSION BACK TO LAX.
