Narrative:
This narrative is prepared to clarify allegations initiated by individuals unknown to me, but presumably employees of napa county airport/tower. Rumors are being spread that I have flown my aircraft in an unsafe manner and collided with the hills at the approach end of runway 36L at napa, on mar/xx/98, around XX30 pm. The tower had seen us on the approach where near the REIL they have observed sudden, erratic flight pattern, at lower altitude than published. Upon landing the tower asked if we were all right and I have responded, 'now we are.' next day(?) some local employees noticed 3 parallel tire marks near the REIL. Someone also made a mental note that a week later we were washing the airplane. Based on the above observations they have concluded as I have described above. We indeed have flown in and landed on the date and time indicated. We were on an IFR flight in IMC at night and transitioned to localizer runway 36L approach in napa. We broke out of the clouds at 1500 ft. We were in approach confign, transitioning to landing at about 150 ft altitude with 5 degree descent, near the REIL, when we have encountered a sudden downdraft. Quick action and luck helped us to avert collision with the ground or power off stall. The landing, once I have stabilized the plane, was uneventful. Indeed, we had a dirty plane for some time, in dire need of washing. Since we fly 2-3 times per week to an uncontrolled airport, where the latest storms caused flooding of the txwys, we sure have picked up some dirt, grass, mud, etc, on the left wing. That is, because the dirt was on the left side of the taxiway. Had we collided with the ground, leaving 50+ ft long tire marks, this plane would have severe damage to the undercarriage and to the propellers in best case scenario. In reality, we have been flying the same plane ever since this event without any problem. Who had left the tire marks and when? That night or a week before? I have no idea. Neither can have the tower, since it is closed after XA00 pm local time. Whoever it was, is lucky. While the tower could not see our exact actions since this happened at night, I had a passenger who can and is willing to corroborate my narrative.

Title: PLT OF AN SMT IS ALLEGED TO HAVE FLOWN IN AN UNSAFE MANNER AND LEFT TIRE MARKS NEAR THE REIL. RPTR INDICATES THAT HE ENCOUNTERED A SUDDEN DOWNDRAFT AT 150 FT AGL AND MANAGED TO CTL THE ACFT AND LAND UNEVENTFULLY.
Narrative: THIS NARRATIVE IS PREPARED TO CLARIFY ALLEGATIONS INITIATED BY INDIVIDUALS UNKNOWN TO ME, BUT PRESUMABLY EMPLOYEES OF NAPA COUNTY ARPT/TWR. RUMORS ARE BEING SPREAD THAT I HAVE FLOWN MY ACFT IN AN UNSAFE MANNER AND COLLIDED WITH THE HILLS AT THE APCH END OF RWY 36L AT NAPA, ON MAR/XX/98, AROUND XX30 PM. THE TWR HAD SEEN US ON THE APCH WHERE NEAR THE REIL THEY HAVE OBSERVED SUDDEN, ERRATIC FLT PATTERN, AT LOWER ALT THAN PUBLISHED. UPON LNDG THE TWR ASKED IF WE WERE ALL RIGHT AND I HAVE RESPONDED, 'NOW WE ARE.' NEXT DAY(?) SOME LCL EMPLOYEES NOTICED 3 PARALLEL TIRE MARKS NEAR THE REIL. SOMEONE ALSO MADE A MENTAL NOTE THAT A WK LATER WE WERE WASHING THE AIRPLANE. BASED ON THE ABOVE OBSERVATIONS THEY HAVE CONCLUDED AS I HAVE DESCRIBED ABOVE. WE INDEED HAVE FLOWN IN AND LANDED ON THE DATE AND TIME INDICATED. WE WERE ON AN IFR FLT IN IMC AT NIGHT AND TRANSITIONED TO LOC RWY 36L APCH IN NAPA. WE BROKE OUT OF THE CLOUDS AT 1500 FT. WE WERE IN APCH CONFIGN, TRANSITIONING TO LNDG AT ABOUT 150 FT ALT WITH 5 DEG DSCNT, NEAR THE REIL, WHEN WE HAVE ENCOUNTERED A SUDDEN DOWNDRAFT. QUICK ACTION AND LUCK HELPED US TO AVERT COLLISION WITH THE GND OR PWR OFF STALL. THE LNDG, ONCE I HAVE STABILIZED THE PLANE, WAS UNEVENTFUL. INDEED, WE HAD A DIRTY PLANE FOR SOME TIME, IN DIRE NEED OF WASHING. SINCE WE FLY 2-3 TIMES PER WK TO AN UNCTLED ARPT, WHERE THE LATEST STORMS CAUSED FLOODING OF THE TXWYS, WE SURE HAVE PICKED UP SOME DIRT, GRASS, MUD, ETC, ON THE L WING. THAT IS, BECAUSE THE DIRT WAS ON THE L SIDE OF THE TXWY. HAD WE COLLIDED WITH THE GND, LEAVING 50+ FT LONG TIRE MARKS, THIS PLANE WOULD HAVE SEVERE DAMAGE TO THE UNDERCARRIAGE AND TO THE PROPS IN BEST CASE SCENARIO. IN REALITY, WE HAVE BEEN FLYING THE SAME PLANE EVER SINCE THIS EVENT WITHOUT ANY PROB. WHO HAD LEFT THE TIRE MARKS AND WHEN? THAT NIGHT OR A WK BEFORE? I HAVE NO IDEA. NEITHER CAN HAVE THE TWR, SINCE IT IS CLOSED AFTER XA00 PM LCL TIME. WHOEVER IT WAS, IS LUCKY. WHILE THE TWR COULD NOT SEE OUR EXACT ACTIONS SINCE THIS HAPPENED AT NIGHT, I HAD A PAX WHO CAN AND IS WILLING TO CORROBORATE MY NARRATIVE.
