Narrative:
We were given a climb clearance from ZME to FL290. We read back the clearance to climb to FL290. After we leveled at FL290, we asked when could we expect a higher altitude. The controller said 'you're at FL290, you should be at FL280.' we told the controller we read back FL290. The controller then cleared us to FL310. There were no traffic conflicts that we know of. Supplemental information from acn 396481: I read back FL290 twice and center acknowledged.

Title: A DC9-30 CLBS TO FL290 ONLY TO BE TOLD BY ZME, TN, THEY SHOULD BE AT FL280. FLC HAD ANNOUNCED THEIR CLB TO FL290, BUT ZME MISSED THAT CALL.
Narrative: WE WERE GIVEN A CLB CLRNC FROM ZME TO FL290. WE READ BACK THE CLRNC TO CLB TO FL290. AFTER WE LEVELED AT FL290, WE ASKED WHEN COULD WE EXPECT A HIGHER ALT. THE CTLR SAID 'YOU'RE AT FL290, YOU SHOULD BE AT FL280.' WE TOLD THE CTLR WE READ BACK FL290. THE CTLR THEN CLRED US TO FL310. THERE WERE NO TFC CONFLICTS THAT WE KNOW OF. SUPPLEMENTAL INFO FROM ACN 396481: I READ BACK FL290 TWICE AND CTR ACKNOWLEDGED.
