Narrative:

I was short final with my student approximately 300 ft AGL landing rsn. A C152 called departing on the runway I was landing on approximately 15 seconds after I called final on CTAF. I immediately warned the pilot, telling him I was short final. He acknowledged. My student and I were coming in high and crossed the threshold about 200 ft AGL. I had the other aircraft in sight at all times. After I warned the pilot, he stopped approximately 10-20 ft past the hold short line. After I passed over him (in sight), I lost sight of him and thought he went back to the other side of the hold short line (non active). I felt there was no danger, and I was positive the safety of the flight was not being jeopardized, so I landed the aircraft. When I cleared the runway he was still on the active side of the hold short line, but not on the runway. Supplemental information from acn 396352: after doing runup with student, I looked for traffic on final and crossed threshold. Heard warning called from either aircraft behind me on taxiway or aircraft on short final. Hit brakes, came to a stop. Asked where aircraft was and saw its wings. What I believed caused the problem was my complacency from operating out of the same field and expecting not to see other aircraft that close. Boy was I surprised. To prevent this, I need to keep a better lookout before departure.

Title: 2 SMA'S COME WITHIN 200 FT VERTLY WHEN LNDG TFC FLIES OVER A C152 WHO HAD CROSSED THE HOLD LINE FOR THE ACTIVE RWY. CTAF WAS IN USE WITH LNDG ACFT HAVING CALLED FINAL 15 SECONDS BEFORE OTHER ACFT ANNOUNCED TAKING THE RWY.

I IMMEDIATELY WARNED THE PLT, TELLING HIM I WAS SHORT FINAL. HE ACKNOWLEDGED. MY STUDENT AND I WERE COMING IN HIGH AND CROSSED THE THRESHOLD ABOUT 200 FT AGL. I HAD THE OTHER ACFT IN SIGHT AT ALL TIMES. AFTER I WARNED THE PLT, HE STOPPED APPROX 10-20 FT PAST THE HOLD SHORT LINE. SUPPLEMENTAL INFO FROM ACN 396352: AFTER DOING RUNUP WITH STUDENT, I LOOKED FOR TFC ON FINAL AND CROSSED THRESHOLD. HEARD WARNING CALLED FROM EITHER ACFT BEHIND ME ON TXWY OR ACFT ON SHORT FINAL. HIT BRAKES, CAME TO A STOP. ASKED WHERE ACFT WAS AND SAW ITS WINGS. WHAT I BELIEVED CAUSED THE PROB WAS MY COMPLACENCY FROM OPERATING OUT OF THE SAME FIELD AND EXPECTING NOT TO SEE OTHER ACFT THAT CLOSE. BOY WAS I SURPRISED. TO PREVENT THIS, I NEED TO KEEP A BETTER LOOKOUT BEFORE DEP.
