Narrative:
Deferred #1 engine stow light because of inbound write-up. Deferred it per MEL chapter 78. There is no mention in the MEL xx that if another reverser is deactivated per MEL yy amber light, that a reverser can't be deferred for the blue light. There is no mention about amber lights in MEL xx. In MEL yy under special notes paragraph (B)(#4), the reverser not stow (blue) light operates normally. There should be a xref about the lights, MEL is not clear about the lights in xx.

Title: A B727-200 WAS DISPATCHED WITH 2 REVERSER SYS INOP IN THE NORMAL MODE DUE TO CONFUSION AND MISUNDERSTANDING IN THE INTERP OF THE MEL.
Narrative: DEFERRED #1 ENG STOW LIGHT BECAUSE OF INBOUND WRITE-UP. DEFERRED IT PER MEL CHAPTER 78. THERE IS NO MENTION IN THE MEL XX THAT IF ANOTHER REVERSER IS DEACTIVATED PER MEL YY AMBER LIGHT, THAT A REVERSER CAN'T BE DEFERRED FOR THE BLUE LIGHT. THERE IS NO MENTION ABOUT AMBER LIGHTS IN MEL XX. IN MEL YY UNDER SPECIAL NOTES PARAGRAPH (B)(#4), THE REVERSER NOT STOW (BLUE) LIGHT OPERATES NORMALLY.
