Narrative:
We were taxiing out to the active runway as per instruction by tower (ramp, taxiway A-1, a, to runway 22). As we were on taxiway 'A1' getting ready to make our left turn onto taxiway 'a' I looked left and noticed a piper arrow just about to touch down on the taxiway a. We brought the aircraft to a stop on taxiway A1 and waited until the arrow landed and passed our position. At the same time the tower noticed what was about to happen and said: 'good catch, thank you,' and instructed to the arrow that he just landed on a taxiway and to call the tower once he arrived at GA and got inside. We continued to the active runway and departed with no more problems. I believe that the person in the arrow was a student pilot or a very low time private pilot that had problems handling his aircraft in the conditions that exist at that time. The WX was clear and sunny with the wind at 220-230 degrees at 22 KT gusting to 35 KTS. He was so intent to get his aircraft on the ground that he was not aware that he was going to land on the taxiway.

Title: FLC OF AN MDT TURBOPROP STOPPED TAXIING WHEN THEY NOTICED A PA28-180 LNDG ON THE TXWY ONTO WHICH THEY WERE GOING TO TAXI. THE TWR ACKNOWLEDGED THE EVASIVE ACTION WHEN THEY ALSO OBSERVED THE ARROW MAKING THE MISTAKE AND THEN ADVISED THE ARROW THAT IT HAD LANDED ON A TXWY.
Narrative: WE WERE TAXIING OUT TO THE ACTIVE RWY AS PER INSTRUCTION BY TWR (RAMP, TXWY A-1, A, TO RWY 22). AS WE WERE ON TXWY 'A1' GETTING READY TO MAKE OUR L TURN ONTO TXWY 'A' I LOOKED L AND NOTICED A PIPER ARROW JUST ABOUT TO TOUCH DOWN ON THE TXWY A. WE BROUGHT THE ACFT TO A STOP ON TXWY A1 AND WAITED UNTIL THE ARROW LANDED AND PASSED OUR POS. AT THE SAME TIME THE TWR NOTICED WHAT WAS ABOUT TO HAPPEN AND SAID: 'GOOD CATCH, THANK YOU,' AND INSTRUCTED TO THE ARROW THAT HE JUST LANDED ON A TXWY AND TO CALL THE TWR ONCE HE ARRIVED AT GA AND GOT INSIDE. WE CONTINUED TO THE ACTIVE RWY AND DEPARTED WITH NO MORE PROBS. I BELIEVE THAT THE PERSON IN THE ARROW WAS A STUDENT PLT OR A VERY LOW TIME PVT PLT THAT HAD PROBS HANDLING HIS ACFT IN THE CONDITIONS THAT EXIST AT THAT TIME. THE WX WAS CLR AND SUNNY WITH THE WIND AT 220-230 DEGS AT 22 KT GUSTING TO 35 KTS. HE WAS SO INTENT TO GET HIS ACFT ON THE GND THAT HE WAS NOT AWARE THAT HE WAS GOING TO LAND ON THE TXWY.
