Narrative:
After runway 27 takeoff at 4SD, I did a right downwind departure. Called FSS to activate VFR flight plan. FSS took several mins to respond to my call. After activating my flight plan the specialist asked if I had the WX advisories for my route. I said that I did, having got a WX briefing prior to takeoff. He read them to me anyway. By this time I was rapidly approaching rno class C. I called reno approach but the controller was busy and didn't respond immediately. I began a turn to avoid class C when the controller called asking for my call sign. After I gave him my call sign he called back my call sign and cleared me through the class C. I may have just nicked the edge of class C prior to establishing 2- way communication. To prevent this I should have allowed more time for communication with FSS and the specialist should not have read me the flight precautions after I declined them. I was not prepared for the delay in contacting rno approach caused by the specialist reading the flight precautions.

Title: PLT OF A C185 PENETRATED CLASS C AIRSPACE WHEN HE WAS DELAYED IN CONTACTING APCH CTL DURING CLBOUT FROM A NEARBY ARPT. HE WAS OPENING HIS FLT PLAN WITH FSS AND WAS GIVEN A REPEAT WX BRIEFING OF WHAT HE HAD ALREADY RECEIVED PRIOR TO TKOF. THE APCH CTLR DID NOT MENTION HIS INTRUSION.
