Narrative:
ZID assigned us to descend at pilot's discretion to descend to 11000 ft by 30 mi south of ind airport. About 10 mi prior, it was determined we wouldn't make the assigned altitude. We arrived at 11000 ft approximately 27 mi south of ind. Upon determining our inability to make the assigned altitude, we should have notified ATC.
