Narrative:
At FL280, at vills intersection, controller issued climb to FL310. FL310 was set in window and we both repeated it, pointed at it and the first officer read the clearance to FL310 back to the ZNY controller. At FL284 the TCASII issued an RA to descend. I disconnected the autoplt and began a descent. Traffic was spotted visually and we descended to FL280. We advised the controller we were executing a TCASII descent and he told us to maintain FL280. Supplemental information from acn 398052: near miss, TCASII RA at FL290. Climbed to FL298 via TCASII RA. Other aircraft passed below us between FL290-FL293.

Title: ARTCC RADAR CTLR ISSUES MLG ACR CLB CLRNC FROM FL280 TO FL310 AND COMES IN CONFLICT WITH B737 AT FL290. BOTH ACFT RESPOND TO TCASII RA INSTRUCTIONS. B737 PLT CLBED 800 FT AND OTHER ACR DSNDED BACK TO FL280.
