Narrative:
I departed sgh with the intent of maintaining instrument currency. After overflying iln at 4500 ft, I asked for an airport advisory. A piper made a self announcement that he was departing on runway 22L. I reported lined up on the localizer runway 22R at 10 mi for a touch-and-go. There was no response from tower until the controller asked for my tail number on the climb out. My safety pilot apologized and asked tower if they had not heard my previous xmissions. He apologized to us saying he had just returned to his position. Problem cause: a single tower controller not allowing for communication during breaks. Prevention: additional controllers. I made the assumption that if a part-time tower didn't respond that the class D airspace was not in effect. It's not a good assumption since the controller may be doing something else.

Title: A BE35 ENTERS A CLASS D WITHOUT TWR RESPONSE TO HIS INITIAL POS RPT 10 MI OUT. RPTR ASSUMES THAT THE PART TIME TWR IS CLOSED AND THAT CLASS D RULES DON'T APPLY. HE DOES A TOUCH-AND-GO.

THERE WAS NO RESPONSE FROM TWR UNTIL THE CTLR ASKED FOR MY TAIL NUMBER ON THE CLBOUT. MY SAFETY PLT APOLOGIZED AND ASKED TWR IF THEY HAD NOT HEARD MY PREVIOUS XMISSIONS. HE APOLOGIZED TO US SAYING HE HAD JUST RETURNED TO HIS POS. PROBLEM CAUSE: A SINGLE TWR CTLR NOT ALLOWING FOR COM DURING BREAKS. PREVENTION: ADDITIONAL CTLRS. I MADE THE ASSUMPTION THAT IF A PART-TIME TWR DIDN'T RESPOND THAT THE CLASS D AIRSPACE WAS NOT IN EFFECT. IT'S NOT A GOOD ASSUMPTION SINCE THE CTLR MAY BE DOING SOMETHING ELSE.
