Narrative:

We were approaching ord on flight from dtw. The WX was MVFR to the best of my recollection. There were rain showers at the airport and the surfaces were wet. Approach had been notified that we would be unable to accept a lahso clearance if lahso were on the ATIS. At the OM we contacted ord tower and were cleared to land on runway 14R to hold short of runway 9R. We declined the lahso and were almost immediately issued a go around straight ahead climb to 4000 ft. Then we were vectored for an ILS approach to runway 9R. On approach to runway 9R we experienced unacceptable changes in airspeed below 500 ft AGL and immediately initiated a go around. We were then vectored for an ILS approach to runway 22R and landed without incident. FYI, I routinely decline lahso clrncs because of the hazardous nature of the clearance. I have had what in my view have been at least 2 punitive gars assigned at ord in the last several months. These operations are inherently unsafe. If it is going to take shredded aluminum and body parts on the runways to stop it, I can assure you that I will not be part of it. Fix the problem -- now. I do not like to say I told you so, but I take good notes, and I will if it becomes necessary.

Title: B727 ACFT ARRIVING AT ARPT HEARS ATIS RPTING WET RWY WHICH PRECLUDES LAHSO WITH RPTR'S ACR. RPTR CAPT ADVISES APCH CTLR UNABLE LAHSO, BUT WHEN TWR TELLS RPTR TO LAHSO, HE DECLINES. TWR GIVES RPTR ACFT GAR.

APCH HAD BEEN NOTIFIED THAT WE WOULD BE UNABLE TO ACCEPT A LAHSO CLRNC IF LAHSO WERE ON THE ATIS. AT THE OM WE CONTACTED ORD TWR AND WERE CLRED TO LAND ON RWY 14R TO HOLD SHORT OF RWY 9R. WE DECLINED THE LAHSO AND WERE ALMOST IMMEDIATELY ISSUED A GAR STRAIGHT AHEAD CLB TO 4000 FT. THEN WE WERE VECTORED FOR AN ILS APCH TO RWY 9R. ON APCH TO RWY 9R WE EXPERIENCED UNACCEPTABLE CHANGES IN AIRSPD BELOW 500 FT AGL AND IMMEDIATELY INITIATED A GAR. WE WERE THEN VECTORED FOR AN ILS APCH TO RWY 22R AND LANDED WITHOUT INCIDENT.
