Narrative:
During takeoff, electric trim stuck in up drive, cancel switch inoperative, and immediate landing with gear up. Vigilance of tower prevented wheels up landing when I missed our landing checks on immediate landing. I would like to point out that the vigilance of your tower at boise prevented a serious accident. I was landing fast to prevent a stall when flying with full nose up trim, because of the all-flying-tail of the piper archer. It required all my strength forward on the control column to overcome the trim problem. I flew 360 degrees from takeoff after this error happened. I was careless enough not to have done my pre landing checks. The tower to whom I had declared an emergency saw my gear up. I lowered gear around 200 ft and completed an uneventful landing.

Title: PA28 PLT HAS RUNAWAY NOSE UP TRIM ON TKOF. DECLARED EMER. RETURN LAND. DISTR BY TRIM PROB AND FORGOT TO EXTEND LNDG GEAR. TWR CTLR ADVISES PLT THAT GEAR WAS NOW DOWN. PLT EXTENDS GEAR, LANDS UNEVENTFULLY.
