Narrative:

Pilot had been given authority/authorized by ZDC to deviate for thunderstorm WX en route to winston-salem. After handoff to greensboro approach and directed to descend as well as proceed to winston-salem, pilot informed approach that deviation for thunderstorm was necessary for safety of flight. Approach subsequently indicated that they had not authority/authorized a change in heading. After retransmitting request to approach for heading change and completing approximately 360 degree turn to avoid WX and descend into non-thunderstorm conditions, pilot continued under approach control vectors to uneventful landing at winston-salem.

Title: A BE35 FLC RPTS THAT HE WAS ALLOWED TO DEVIATE AROUND TSTMS, BUT THAT AN APCH CTLR TOOK EXCEPTION TO HIS OFF RTE POS STATING THAT IT WAS UNAUTH.

Narrative: PLT HAD BEEN GIVEN AUTH BY ZDC TO DEVIATE FOR TSTM WX ENRTE TO WINSTON-SALEM. AFTER HDOF TO GREENSBORO APCH AND DIRECTED TO DSND AS WELL AS PROCEED TO WINSTON-SALEM, PLT INFORMED APCH THAT DEV FOR TSTM WAS NECESSARY FOR SAFETY OF FLT. APCH SUBSEQUENTLY INDICATED THAT THEY HAD NOT AUTH A CHANGE IN HEADING. AFTER RETRANSMITTING REQUEST TO APCH FOR HEADING CHANGE AND COMPLETING APPROX 360 DEG TURN TO AVOID WX AND DSND INTO NON-TSTM CONDITIONS, PLT CONTINUED UNDER APCH CTL VECTORS TO UNEVENTFUL LNDG AT WINSTON-SALEM.
