Narrative:
This pilot did not perceive that a problem occurred. However, since there seemed to be some safety concerns on the part of other aviators, and an obvious potential hazard, I felt it necessary to send some information. At the fremont county airport there are glider operations and they stage at the end of the only paved runway. During a normal landing procedure for runway 11 there was a glider and tow plane staging at runway end. Communications were established with the tow plane and permission was given by the tow plane to overfly the staging operations and land. There was concern that the overflt was too close even though the landing aircraft didn't touch down until almost midfield. Solution: there is some area next to the runway where staging can take place without tying up the runway, and when the tow is ready they can proceed at a slight angle out to the runway more like normal air traffic. There is also a problem with gliders back-taxiing with a golf cart tow for extended periods and golf cart activity on the runway that should be addressed.

Title: A KING AIR 90 CPR PLT LANDS OVER A PARKED PA25 ON THE RWY WHICH IS BEING PREPARED FOR A TOW OP. PLT OF THE BE10 HAD RECEIVED 'PERMISSION' FROM THE PA25 PLT TO LAND OVER HIS ACFT.
Narrative: THIS PLT DID NOT PERCEIVE THAT A PROB OCCURRED. HOWEVER, SINCE THERE SEEMED TO BE SOME SAFETY CONCERNS ON THE PART OF OTHER AVIATORS, AND AN OBVIOUS POTENTIAL HAZARD, I FELT IT NECESSARY TO SEND SOME INFO. AT THE FREMONT COUNTY ARPT THERE ARE GLIDER OPS AND THEY STAGE AT THE END OF THE ONLY PAVED RWY. DURING A NORMAL LNDG PROC FOR RWY 11 THERE WAS A GLIDER AND TOW PLANE STAGING AT RWY END. COMS WERE ESTABLISHED WITH THE TOW PLANE AND PERMISSION WAS GIVEN BY THE TOW PLANE TO OVERFLY THE STAGING OPS AND LAND. SOLUTION: THERE IS SOME AREA NEXT TO THE RWY WHERE STAGING CAN TAKE PLACE WITHOUT TYING UP THE RWY, AND WHEN THE TOW IS READY THEY CAN PROCEED AT A SLIGHT ANGLE OUT TO THE RWY MORE LIKE NORMAL AIR TFC. THERE IS ALSO A PROB WITH GLIDERS BACK-TAXIING WITH A GOLF CART TOW FOR EXTENDED PERIODS AND GOLF CART ACTIVITY ON THE RWY THAT SHOULD BE ADDRESSED.
