Narrative:

ZHU was working aircraft X, an N265, fll-minow-maeko-mman FL350. At approximately XA28Z ocn-D or ocn RA received a message from ny commercial radio on an air carrier Y past sword at FL350. We had no information on this aircraft. The ocn-D advised supervisor and called merida center who had forgotten to pass the flight plan. At XA29Z I asked aircraft X say coordinates -- 2608/8815. I expedited a climb to FL370 for aircraft X. Air carrier Y checked on coordinates 2608/8815. I expedited air carrier Y to descend FL330. 2 1/2 mins later XA31Z aircraft X reported leaving FL360 and air carrier Y reported leaving FL340. These aircraft were non radar in the gulf of mexico. However as these aircraft were non radar this was extremely dangerous and there is no known ft or altitude for separation purposes. Based on coordinates they were approximately 40 mi apart and converging when we became aware of the situation. Air carrier Y was a DC9 mmun A626 lev msy. These targets did merge based on coast tracks non radar and coordinates. Both pilots were advised of the traffic and both were very cooperative. However, both were very limited in speaking english.

THE ZHU CTLR ISSUED AN IMMEDIATE CLB INSTRUCTION TO N265 AND AN IMMEDIATE DSCNT INSTRUCTION TO THE DC9 WHEN THE PLT CHKED IN.

THESE ACFT WERE NON RADAR IN THE GULF OF MEXICO. HOWEVER AS THESE ACFT WERE NON RADAR THIS WAS EXTREMELY DANGEROUS AND THERE IS NO KNOWN FT OR ALT FOR SEPARATION PURPOSES. BASED ON COORDINATES THEY WERE APPROX 40 MI APART AND CONVERGING WHEN WE BECAME AWARE OF THE SIT. ACR Y WAS A DC9 MMUN A626 LEV MSY. THESE TARGETS DID MERGE BASED ON COAST TRACKS NON RADAR AND COORDINATES. BOTH PLTS WERE ADVISED OF THE TFC AND BOTH WERE VERY COOPERATIVE. HOWEVER, BOTH WERE VERY LIMITED IN SPEAKING ENGLISH.
