Narrative:

While descending to land at oxford, the engine would not go below 2300 RPM with the throttle pulled all the way out. I chose to go to dayton and land on their longer runway. I called dayton approach. I did not declare an emergency but advised of the situation. Dayton had a jet move off the active runway and had fire trucks on hand. I extended the pattern to wait for the jet to move, then closed the mixture to kill the engine while on final. Dead stick landing ok. No damage, no injuries. FBO fixed the plane and I went to oxford.
