Pilot of a piper tri-pacer PA22-150 experienced a power loss during climb out on an IFR flight plan in VMC conditions resulting in requesting a return land after canceling his IFR flight plan. A mechanic subsequently found a broken carburetor heat control linkage which caused the carburetor heat door to stick in the closed position which caused a power loss.

Narrative:
Experienced partial loss of power while climbing from 2000 ft to 3000 ft on heading of 330 degrees. Checked fuel, magnetos, and carburetor heat. No change. Canceled IFR flight plan with mht approach and returned to lwm. Uneventful landing. Mechanic checked aircraft to discover carburetor heat linkage broke. Carburetor heat door closed - - reason for partial power loss. Mechanical problem.
