Narrative:
We filed IFR from pie to sfb. We tried to pick up our clearance on the ground. We ended up trying to pick it up in the air. We picked a heading VFR to sfb (60 degrees) while trying to talk to tampa departure, and ended up in tampa airspace. Tampa approach told us we were in their airspace and had us turn west.

Title: C150 PLT ATTEMPTS TO OBTAIN IFR CLRNC WHILE ON THE GND AT PIE. HE IS UNABLE TO DO SO. AFTER TKOF IN VMC CONDITIONS HE ATTEMPTS TO GET HIS IFR CLRNC FROM TPA DEP. HE ENTERS THE TPA TCA CLASS B PRIOR TO OBTAINING CLRNC.
