Narrative:

After canceling IFR, I was instructed by sba approach to enter the base leg for runway 15. About 4 mi northeast of the airport, I was handed off to the tower. Tower instructed me to enter a base leg for runway 15R. Shortly thereafter, I was requested to square my base to final to create spacing for a single engine aircraft departing in the opposite direction off the parallel runway 33R. I located the departing traffic and kept it in sight while I made an early right crosswind turn and exited the pattern. The tower stated that my traffic was no longer a factor and that I was cleared to land on runway 15R, to which I acknowledged. I vaguely recall another aircraft calling in on the visual approach and being cleared to land on runway 7, the intersecting runway. At no time did I have this aircraft in sight and due to the fact that the tower didn't alert me to its position, I assumed that this aircraft was still a ways out and not a factor. As I was rounding out into the flare, my right seat passenger questioned me about, 'what's that other airplane doing?' being very close to the ground, I was unable to focus my attention in the direction that was indicated for more than a second. I didn't see the other aircraft because either it was obstructed by my aircraft's window post or by my passenger's body. I dismissed the query figuring my passenger was referring to something that was of no consequence. A second or two later the tower controller came on frequency frantically calling, 'go around, go around, go around!' I was momentarily confused, but caught sight of a lear 60 on the landing rollout maybe 50 yards away still traveling close to what I would figure to be 100 KTS. Although I was very close to stall speed in ground effect, I pulled up and to the left, immediately putting in full power. The lear passed between 10-20 ft below me (which the lear pilot later confirmed). If I had not taken evasive action, the 2 aircraft would have collided. As I gained airspeed, raising gear and flaps, I heard the lear pilot ask who was cleared to land. The tower controller stated the lear's tail number. I said, 'what's going on guys? We were cleared to land as well.' this was not disputed by the tower controller, who then instructed me to fly right traffic. I landed without further incident. I spoke to the lear pilot on the ground after shutting down. He remembers hearing me being cleared to land. He was not aware of my position and first saw me as I pulled up and over his windscreen. He stated that my low airspeed, combined with a somewhat banked angle, convinced him that I was in the process of stalling. He and his first officer, who was applying thrust reverse when they heard the controller's call, expressed that there was a momentary confusion as to who was being addressed to go around, particularly since they were no longer in a flying confign. I had a later conversation by phone with the acting tower supervisor who informed me that the controller had been relieved of duty and that an inquiry was pending. Supplemental information from acn 404068: arriving into the sba airport, we were cleared for the visual approach on runway 7. We were then cleared to land on runway 7 when we heard shortly after a trinidad being cleared to land on runway 15R. During the landing rollout, we were unaware of the trinidad's position. We then heard the tower controller tell the trinidad to go around. At that time we saw the trinidad off our left, approximately 20 ft above our aircraft. We were given no traffic information after being cleared to land on the intersecting runway.

TWR INSTRUCTED ME TO ENTER A BASE LEG FOR RWY 15R. SHORTLY THEREAFTER, I WAS REQUESTED TO SQUARE MY BASE TO FINAL TO CREATE SPACING FOR A SINGLE ENG ACFT DEPARTING IN THE OPPOSITE DIRECTION OFF THE PARALLEL RWY 33R. I LOCATED THE DEPARTING TFC AND KEPT IT IN SIGHT WHILE I MADE AN EARLY R XWIND TURN AND EXITED THE PATTERN. THE TWR STATED THAT MY TFC WAS NO LONGER A FACTOR AND THAT I WAS CLRED TO LAND ON RWY 15R, TO WHICH I ACKNOWLEDGED. I VAGUELY RECALL ANOTHER ACFT CALLING IN ON THE VISUAL APCH AND BEING CLRED TO LAND ON RWY 7, THE INTERSECTING RWY. AT NO TIME DID I HAVE THIS ACFT IN SIGHT AND DUE TO THE FACT THAT THE TWR DIDN'T ALERT ME TO ITS POS, I ASSUMED THAT THIS ACFT WAS STILL A WAYS OUT AND NOT A FACTOR. AS I WAS ROUNDING OUT INTO THE FLARE, MY R SEAT PAX QUESTIONED ME ABOUT, 'WHAT'S THAT OTHER AIRPLANE DOING?' BEING VERY CLOSE TO THE GND, I WAS UNABLE TO FOCUS MY ATTN IN THE DIRECTION THAT WAS INDICATED FOR MORE THAN A SECOND. I DIDN'T SEE THE OTHER ACFT BECAUSE EITHER IT WAS OBSTRUCTED BY MY ACFT'S WINDOW POST OR BY MY PAX'S BODY. I DISMISSED THE QUERY FIGURING MY PAX WAS REFERRING TO SOMETHING THAT WAS OF NO CONSEQUENCE. A SECOND OR TWO LATER THE TWR CTLR CAME ON FREQ FRANTICALLY CALLING, 'GO AROUND, GO AROUND, GO AROUND!' I WAS MOMENTARILY CONFUSED, BUT CAUGHT SIGHT OF A LEAR 60 ON THE LNDG ROLLOUT MAYBE 50 YARDS AWAY STILL TRAVELING CLOSE TO WHAT I WOULD FIGURE TO BE 100 KTS. ALTHOUGH I WAS VERY CLOSE TO STALL SPD IN GND EFFECT, I PULLED UP AND TO THE L, IMMEDIATELY PUTTING IN FULL PWR. THE LEAR PASSED BTWN 10-20 FT BELOW ME (WHICH THE LEAR PLT LATER CONFIRMED). I HAD A LATER CONVERSATION BY PHONE WITH THE ACTING TWR SUPVR WHO INFORMED ME THAT THE CTLR HAD BEEN RELIEVED OF DUTY AND THAT AN INQUIRY WAS PENDING. SUPPLEMENTAL INFO FROM ACN 404068: ARRIVING INTO THE SBA ARPT, WE WERE CLRED FOR THE VISUAL APCH ON RWY 7. WE WERE THEN CLRED TO LAND ON RWY 7 WHEN WE HEARD SHORTLY AFTER A TRINIDAD BEING CLRED TO LAND ON RWY 15R. DURING THE LNDG ROLLOUT, WE WERE UNAWARE OF THE TRINIDAD'S POS. WE THEN HEARD THE TWR CTLR TELL THE TRINIDAD TO GO AROUND. AT THAT TIME WE SAW THE TRINIDAD OFF OUR L, APPROX 20 FT ABOVE OUR ACFT. WE WERE GIVEN NO TFC INFO AFTER BEING CLRED TO LAND ON THE INTERSECTING RWY.
