Narrative:

Officers transporting a prisoner to bos failed to indicate risk classification on form did not board first. Allowed handcuffed prisoner to be uncuffed to eat. Allowed him to use the lavatory uncuffed. These officers were told by flight attendants on several occasions to desist and shown excerpts from their manuals but still ignored their instructions. I finally had to see them in person to get them to comply. They need a serious debriefing on prisoner xfer procedures.
