Narrative:

ZHU cleared air carrier X to climb from 15000 ft to 17000 ft. Climbing through 16000 ft, we got an RA on TCASII with head-on traffic at 4 mi. Captain asked center to verify our clearance to 17000 ft and asked about the traffic at 16000 ft. Controller confirmed clearance and stated that he was controling the other aircraft at 16000 ft. Level at 17000 ft, the other aircraft flew directly below us. I felt the climb clearance should never have been issued to me.
