Narrative:
At 8 DME we called vrb tower reporting traffic, aircraft #2, a PA28, at our 10 O'clock position, on left base for runway 29L. Vrb tower asked the traffic on the left base for a position report. Other aircraft came on the frequency making their calls stepping on the communication. By now we were about 2 NM on final and on a collision course with the traffic on base. The tower told us that we were #2 behind the PA28 on base and to report final. I stated that I was unable to maintain separation and that we were already on final (the VOR DME runway 29L final approach course is aligned with the runway). At this point, not given an amended clearance, I initiated a right 360 degree turn to avoid the traffic, stating my action on the frequency. The tower came on saying that my turn was not authority/authorized and that I was still on an IFR flight plan. I canceled IFR immediately as I was turning to avoid the PA28. Other aircraft stepped on my call, operations on the parallel runway 29R were on course and I had traffic in sight on the right base. When I finally called again rejoining final and confirming my IFR cancellation, the tower controller stated that it was too late for canceling IFR. He then cleared me to land saying to call the tower on the telephone for a possible pilot deviation. The landing was uneventful, except for the tower controller getting angry over the radio with an aircraft calling from outside class D. He said, 'I'll call you, don't call me again, stay clear of class D, I have 10 aircraft in the pattern.'

Narrative: AT 8 DME WE CALLED VRB TWR RPTING TFC, ACFT #2, A PA28, AT OUR 10 O'CLOCK POS, ON L BASE FOR RWY 29L. VRB TWR ASKED THE TFC ON THE L BASE FOR A POS RPT. OTHER ACFT CAME ON THE FREQ MAKING THEIR CALLS STEPPING ON THE COM. BY NOW WE WERE ABOUT 2 NM ON FINAL AND ON A COLLISION COURSE WITH THE TFC ON BASE. THE TWR TOLD US THAT WE WERE #2 BEHIND THE PA28 ON BASE AND TO RPT FINAL. I STATED THAT I WAS UNABLE TO MAINTAIN SEPARATION AND THAT WE WERE ALREADY ON FINAL (THE VOR DME RWY 29L FINAL APCH COURSE IS ALIGNED WITH THE RWY). HE THEN CLRED ME TO LAND SAYING TO CALL THE TWR ON THE TELEPHONE FOR A POSSIBLE PLTDEV. THE LNDG WAS UNEVENTFUL, EXCEPT FOR THE TWR CTLR GETTING ANGRY OVER THE RADIO WITH AN ACFT CALLING FROM OUTSIDE CLASS D. HE SAID, 'I'LL CALL YOU, DON'T CALL ME AGAIN, STAY CLR OF CLASS D, I HAVE 10 ACFT IN THE PATTERN.'
