Narrative:
Aircraft cleared to taxi to runway 4 last 1950 ft closed/under construction, en route taxi clearance. Changed to runway 22 with a new ATIS being taped. Received updated ATIS information via ground control and then cleared to back taxi and takeoff runway 22 by roc tower. Taxied by displaced threshold to end of runway where barricades marked the construction site. Men and equipment grouped behind barricades but displaced 50 ft either side of the runway centerline. Made 180 degrees back to centerline and captain added power to start spooling engines. When aircraft was beyond displaced threshold throttles were advanced toward takeoff power. Roc tower called immediately and said air carrier X you just added takeoff power too soon and blasted the men and equipment. No greater than break-away thrust was used prior to the displaced threshold and takeoff power wasn't achieved until 500+ ft beyond displaced threshold. Recommend displaced threshold be moved to protect men and equipment. Recommend ATC direct idle power only, until aircraft past displaced threshold. Recommend ATC doesn't critique cockpit crew during takeoff roll.

Title: JET BLAST WHEN B727-200 TURNS AROUND AND ADDS PWR FOR TKOF NEAR CONSTRUCTION BARRICADED END OF RWY CAUSING JET BLAST TO WORKMEN AND EQUIP ON SIDES OF RWY BEHIND BARRICADES. FLC BELIEVED THAT THEY HAD USED MINIMUM PWR WHEN TURNING AROUND FOR TKOF SUBSEQUENT PWR UP FOR TKOF 500 FT BEYOND THE DISPLACED THRESHOLD.
