Narrative:
After landing on runway 31 with speed above 100 KTS, tower instructed us to turn off runway 31 prior to runway 4 (departure runway). Due to weight, speed and doubt that such a turnoff was possible, we did not respond to tower instructions. Tower almost immediately cleared a runway 4 departure. We exited runway 31 at taxiway south prior to runway 4. Tower supervisor told me controller training was in progress when I called, he admitted runway 4 traffic should not have been cleared for takeoff. Due to weight, we could have easily been unable to stop prior to crossing runway 4. We did not accept tower instruction. This is a very dangerous way to operate.

Title: AN LGA TWR CTLR ISSUES A TKOF CLRNC THAT IS IN CONFLICT WITH LNDG TFC ON A XING RWY. THE LNDG TFC HAD NOT RESPONDED OR ACKNOWLEDGED A LAHSO CLRNC FOR HOLDING SHORT OF THE TKOF RWY.
Narrative: AFTER LNDG ON RWY 31 WITH SPD ABOVE 100 KTS, TWR INSTRUCTED US TO TURN OFF RWY 31 PRIOR TO RWY 4 (DEP RWY). DUE TO WT, SPD AND DOUBT THAT SUCH A TURNOFF WAS POSSIBLE, WE DID NOT RESPOND TO TWR INSTRUCTIONS. TWR ALMOST IMMEDIATELY CLRED A RWY 4 DEP. WE EXITED RWY 31 AT TXWY S PRIOR TO RWY 4. TWR SUPVR TOLD ME CTLR TRAINING WAS IN PROGRESS WHEN I CALLED, HE ADMITTED RWY 4 TFC SHOULD NOT HAVE BEEN CLRED FOR TKOF. DUE TO WT, WE COULD HAVE EASILY BEEN UNABLE TO STOP PRIOR TO XING RWY 4.
