Narrative:

Aircraft #1 requested climb clearance. I conducted a traffic search in the 180 degree strip bay and saw no conflict. Subsequently, aircraft #1 inquired about traffic at same altitude in vicinity. After aircraft #2 reported over 43N/170E, I realized that the aircraft were in close proximity of each other, but separation was already lost, and the aircraft were diverging.

Title: ARTCC OCEANIC CTLR DOES NOT THOROUGHLY SCAN FLT STRIP BAY AND ODAPS DISPLAY FOR CONFLICTING TFC AND CLBS MD11 INTO MIL KC10'S ALT ON DIVERGING RTE.

Narrative: ACFT #1 REQUESTED CLB CLRNC. I CONDUCTED A TFC SEARCH IN THE 180 DEG STRIP BAY AND SAW NO CONFLICT. SUBSEQUENTLY, ACFT #1 INQUIRED ABOUT TFC AT SAME ALT IN VICINITY. AFTER ACFT #2 RPTED OVER 43N/170E, I REALIZED THAT THE ACFT WERE IN CLOSE PROX OF EACH OTHER, BUT SEPARATION WAS ALREADY LOST, AND THE ACFT WERE DIVERGING.
