Narrative:

Descending to 4000 ft, on heading 270 degrees assigned by ATC in IMC conditions. Turned to 180 degrees as assigned by ATC, altitude approximately 4400 ft. As we rolled out on 180 degrees, a TCASII TA was received followed almost immediately by an RA to climb. At this same time, ATC asked us what our altitude was and to 'level off.' when the TCASII RA was received, I immediately started to climb. The TCASII was set on 5 NM and showed traffic merged with our aircraft and -01. I climbed up to 4500 ft and leveled off after receiving a clear of conflict. ATC told us he had not been aware of this traffic. ATC later told us the traffic had been a C182 being worked by another controller.

Title: WHILE DSNDING INTO PHL, AN AIRLINER CREW ENCOUNTERED TCASII TA AND RA AND TOOK EVASIVE ACTION.

Narrative: DSNDING TO 4000 FT, ON HDG 270 DEGS ASSIGNED BY ATC IN IMC CONDITIONS. TURNED TO 180 DEGS AS ASSIGNED BY ATC, ALT APPROX 4400 FT. AS WE ROLLED OUT ON 180 DEGS, A TCASII TA WAS RECEIVED FOLLOWED ALMOST IMMEDIATELY BY AN RA TO CLB. AT THIS SAME TIME, ATC ASKED US WHAT OUR ALT WAS AND TO 'LEVEL OFF.' WHEN THE TCASII RA WAS RECEIVED, I IMMEDIATELY STARTED TO CLB. THE TCASII WAS SET ON 5 NM AND SHOWED TFC MERGED WITH OUR ACFT AND -01. I CLBED UP TO 4500 FT AND LEVELED OFF AFTER RECEIVING A CLR OF CONFLICT. ATC TOLD US HE HAD NOT BEEN AWARE OF THIS TFC. ATC LATER TOLD US THE TFC HAD BEEN A C182 BEING WORKED BY ANOTHER CTLR.
