Narrative:

On approach to runway 23 cockpit was illuminated by moveable lights being used for construction on intersecting runway. Fortunately there was enough visual reference to continue. Callback conversation with reporter revealed the following information: the reporter was flying a B727-200 and broke out about 2500 ft above touchdown and he saw the construction lights. These lights were along the cross runway and were pointed toward him. He used the glare shield, the windshield posts and his hand to partially block the glare and continue for a landing. After the landing he mentioned that the lights were a problem on final approach and the tower controller simply acknowledged that construction was in progress.

Title: AN ACR B727 FLC WERE MAKING AN APCH TO RWY 23 AT BUF AND THEY FOUND THAT BRIGHT LIGHTS ARRAYED ALONG RWY 14-23 INTERFERED WITH THEIR VISION ON SHORT FINAL APCH. THESE LIGHTS WERE ILLUMINATING A CONSTRUCTION PROJECT AND WERE POINTED ACROSS RWY 14-32 TOWARD THE RWY 23 APCH COURSE.

Narrative: ON APCH TO RWY 23 COCKPIT WAS ILLUMINATED BY MOVEABLE LIGHTS BEING USED FOR CONSTRUCTION ON INTERSECTING RWY. FORTUNATELY THERE WAS ENOUGH VISUAL REF TO CONTINUE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR WAS FLYING A B727-200 AND BROKE OUT ABOUT 2500 FT ABOVE TOUCHDOWN AND HE SAW THE CONSTRUCTION LIGHTS. THESE LIGHTS WERE ALONG THE CROSS RWY AND WERE POINTED TOWARD HIM. HE USED THE GLARE SHIELD, THE WINDSHIELD POSTS AND HIS HAND TO PARTIALLY BLOCK THE GLARE AND CONTINUE FOR A LNDG. AFTER THE LNDG HE MENTIONED THAT THE LIGHTS WERE A PROB ON FINAL APCH AND THE TWR CTLR SIMPLY ACKNOWLEDGED THAT CONSTRUCTION WAS IN PROGRESS.
