Narrative:
Our original clearance was direct flat rock VOR and then the arrival into washington dulles. We were about 20 mins out of the airport so I took the liberty of picking up the ATIS because the captain was in a discussion with the #1 flight attendant. While I was getting the ATIS ZDC calls us and reclrs us direct to brooke VOR (brv) to cross 50 mi south of brooke at FL220. The captain (PNF) answered them and put the altitude in the alerter box. I finished getting the ATIS and acknowledged the altitude we were cleared to, the captain thought I was listening to both frequencys and got the whole clearance but I only got the altitude. As we got to our crossing distance 50 mi out of brooke, the captain broke from his discussion with the flight attendant to ask me if I knew the clearance. By that time it was too late and I was only descending through 24000 ft. Then the controller just gives us another clearance to descend to 17000 ft and does not say anything further. The problem was obviously caused by the various distractions of the flight attendant in the cockpit and me getting the ATIS when I should have been just flying the airplane. To prevent this from reoccurring, I believe the captain and I must have a greater discipline for our assigned flight duties in order to minimize distractions on the flight deck. Supplemental information from acn 405705: I took the clearance while the first officer was on the other radio getting the ATIS for washington dulles airport. Just then one of the flight attendants came into the cockpit with a problem. In trying to rectify the problem I forgot to verify the clearance with the first officer who was flying the airplane. By the time I realized we missed the restr, we were about 48 NM south of brooke, 2 mi past our restr point. When I told the first officer he said he didn't know anything about the restr and just thought we were to descend to FL220. In hindsight I believe this would never have happened if the first officer and I would have followed proper procedures and verify with each other all clrncs we receive.

Narrative: OUR ORIGINAL CLRNC WAS DIRECT FLAT ROCK VOR AND THEN THE ARR INTO WASHINGTON DULLES. BY THAT TIME IT WAS TOO LATE AND I WAS ONLY DSNDING THROUGH 24000 FT. THEN THE CTLR JUST GIVES US ANOTHER CLRNC TO DSND TO 17000 FT AND DOES NOT SAY ANYTHING FURTHER. THE PROB WAS OBVIOUSLY CAUSED BY THE VARIOUS DISTRACTIONS OF THE FLT ATTENDANT IN THE COCKPIT AND ME GETTING THE ATIS WHEN I SHOULD HAVE BEEN JUST FLYING THE AIRPLANE. TO PREVENT THIS FROM REOCCURRING, I BELIEVE THE CAPT AND I MUST HAVE A GREATER DISCIPLINE FOR OUR ASSIGNED FLT DUTIES IN ORDER TO MINIMIZE DISTRACTIONS ON THE FLT DECK. SUPPLEMENTAL INFO FROM ACN 405705: I TOOK THE CLRNC WHILE THE FO WAS ON THE OTHER RADIO GETTING THE ATIS FOR WASHINGTON DULLES ARPT. JUST THEN ONE OF THE FLT ATTENDANTS CAME INTO THE COCKPIT WITH A PROB. IN TRYING TO RECTIFY THE PROB I FORGOT TO VERIFY THE CLRNC WITH THE FO WHO WAS FLYING THE AIRPLANE.
